April 11, 2022: 3 amendments to OFSI Russian sanctions

Yesterday, UK regulators amended the following individual Russia sanctions listings:

1. FEDOROV, Evgeny Alekseevich

Position: Member of the State Duma of the Russian Federation Other Information: (UK Sanctions List Ref):RUS0657 (UK Statement of Reasons):Member of the State Duma of Russia who voted in favour of Federal Law No. 75577-8 “On the ratification of the Treaty of Friendship, Cooperation and Mutual Assistance between the Russian Federation and the Luhansk People's Republic” and/or Federal Law No. 75578-8 “On the ratification of the Treaty of Friendship, Cooperation and Mutual Assistance between the Russian Federation and the Donetsk People's Republic”. Other Information: (UK Sanctions List Ref):RUS1034 (UK Statement of Reasons):Designated for the purposes of an asset freeze and a travel ban under the Russia (Sanctions) (EU Exit) Regulations 2019. The designation is made as a designation by name under the urgent procedure. The relevant provision by reference to which the Minister considers that condition B is met is the European Union’s Council Decision 2014/145/CFSP (as amended) concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine, and Council Regulation (EU) No 269/2014. The purposes of this provision correspond or are similar to the purposes of the UK’s Russia (Sanctions) (EU Exit) Regulations 2019, which have as their purposes to encourage Russia to cease actions destabilising Ukraine or undermining or threatening the territorial integrity, sovereignty or independence of Ukraine. The Minister considers that it is in the public interest to designate (condition C). The purposes of this provision correspond or are similar to the purposes of the UK’s Russia (Sanctions) (EU Exit) Regulations 2019, which have as their purposes to encourage Russia to cease actions destabilising Ukraine or undermining or threatening the territorial integrity, sovereignty or independence of Ukraine.
